U.S. Tracked Drug Lord's Cellphones, Leading to Capture

American officials who had been tracking the world’s most notorious drug lord were afraid that he had slipped through their grasp one more time.

The DEA, ICE and the U.S. Marshals had been tracking cellphones used by associates of Joaquin “Shorty” Guzman, AKA El Chapo, the head of the Sinaloa drug cartel, and by last Monday they had traced him to his ex-wife’s house. Guzman was wanted in six different U.S. courts for allegedly smuggling billions of dollars of cocaine, meth, heroin and marijuana across the border and had a $5 million U.S. pricetag on his head.

But just before Mexican Marines raided the home in Culiacan, Mexico, Guzman slipped through a secret door beneath his bathtub and into the city sewer system. And most of the wiretapped phones went dead.

“At this point the phones went out of service,” said a U.S. law enforcement official. “It’s likely he was tipped.”

One of the phones remained active, however. “It led us to Mazatlan,” said the official.

Early Saturday morning, Mexican Marines arrested Guzman, 59, and several associates at a condo tower in the beach resort town of Mazatlan, 220 kilometers south of Culiacan, ending a 13-year manhunt for the largest importer of drugs to the U.S. – and years of frustration for U.S. law enforcement.

Chapo Guzman had been on the lam since 2001, when he escaped in a laundry cart from a Mexican prison. The hunt for Guzman intensified after 2007, when then-Mexican president Felipe Calderon launched a war against the nation’s drug cartels. Eighty-thousand people have died since 2007 in a multi-front war between the Sinaloa, Gulf and Zetas cartels and the Mexican government.

The U.S. has been supplying information from wiretaps to Mexican officials for many years. But each time they tracked Guzman to a specific location, and told Mexican authorities were to look, their quarry escaped. In 2012, the U.S. pinpointed Guzman’s address in Los Cabos, only to watch as he eluded capture yet again.

“Every time he gets away, they tell us, ‘He got out the back door,’” one American official told reporters at the time. The official said that Americans involved in the manhunt had started to joke that there was “no word in Spanish for surround.”

But high-tech surveillance soon put them back on Guzman’s tail. As U.S. and Mexican authorities arrested various members of the Sinaloa cartel, which controls drug trafficking throughout much of Western Mexico, they were able to use each defendant’s cell phone to lead them deeper into the cartel hierarchy, and closer to Guzman. By February, said officials, they were tracking four or five cellphones used by close associates.

And by then Guzman had become "complacent," according to former senior DEA official Mike Vigil. "Once you become complacent, you become vulnerable," said Vigil.

Mexican authorities had also uncovered a key piece of evidence. Earlier this month, a Sinaloa courier told them during questioning that Guzman had a series of safe houses in Culiacan with secret steel doors connected to tunnels and to the city sewer system.

With the help of U.S. electronic surveillance, the Marines were able to determine which of the seven houses Guzman was using as a hideout, and raided the house on Monday, Feb. 17.

Guzman made another of his miraculous escapes, but still had one of the bugged phones – a satellite phone. On the day he escaped, Guzman used the phone to summon help.

Guzman and his associates, including his wife, former beauty queen Emma Coronel, and their twin baby daughters, were asleep when Mexican Marines burst into two condos on the fourth and fifth floor of the Miramar development early Saturday morning. No shots were fired.

U.S. officials said they were impressed by the professionalism of the Mexican Marines, who have conducted many of the recent operations to capture cartel leaders. “I’ve got to tell you,” said one law enforcement agent. “There is a lot of talk about how great the Navy SEALs are, the British commandos. These Marines are under-recognized. They are right up there with the best of them.”

A senior DEA official said the Marines’ attitude marked a change from past experiences with Mexican authorities. “In times past when we almost got him, it was, ‘Let’s go back to regroup,’” he said. “This time there was no going back to regroup. They stayed on the trail. And he was driven out of his briarpatch, and into the open.”

One U.S. official who served for many years in Mexico said that the U.S. aid to the Marines was not just intelligence, but included “boots on the ground,” in the form of U.S. Marshals.

“They are manhunters,” said the official. “They came down, showed the Mexicans their techniques, helped train them, and stayed with them.”

Once Guzman was in custody, the Marines flew him to Mexico City, where he was displayed to the public as proof that after many close calls he’d finally been captured.

Guzman was serving a 20-year sentence for drug trafficking when he escaped from prison in Mexico in 2001. He is also under federal indictment for drug trafficking in San Diego, Brooklyn, N.Y., El Paso, Chicago and Miami. The DEA announced a $5 million reward for his capture in 2005.

On Saturday, Attorney General Eric Holder and DHS Secretary Jeh Johnson congratulated the Mexican government on Guzman’s capture. “The operation led by the Mexican government overnight to capture Joaquin "Chapo" Guzman Loera is a significant victory and milestone in our common interest of combating drug trafficking, violence and illicit activity along our shared border,” said Johnson. “ We congratulate our Mexican partners in this achievement and we will continue to work collaboratively with them to ensure a border region that is safe and secure, for the communities and citizens of both our nations."

On February 4th, 2004, 19-year-old Mark Zuckerberg launched TheFacebook.com from his Harvard dorm room. It started as a Harvard-only site, but within weeks the site was rolled out to other colleges.

Friendster and MySpace were already in existence, but the idea of a “no parents” social platform was part of what caused the site to gain traction. One million U.S. college students registered for The Facebook in 2004.

The original version of the social media site was basic compared to today’s Facebook (FB). There were no status updates and no photo albums. Users were allowed one profile picture and could fill out basic information, including their relationship status and interests.

La presidenta argentina, Cristina Fernández, rompió este miércoles más de un mes de silencio con un acto en la sede del Gobierno en el que dijo estar

"despojada de ambición" política, evitó temas espinosos de la agenda diaria y cargó contra quienes criticaron su ausencia de la escena pública.

Acudió a la Casa Rosada con un vestido blanco, sonriente y dispuesta a darse un baño de masas con los cientos de simpatizantes que abarrotaban la sede del Ejecutivo.
"Estoy totalmente despojada de toda ambición, lo sabían quienes me acusaban de ser una ambiciosa", dijo durante un discurso de media hora en el que cargó con dureza contra quienes criticaron su ausencia pero eludió temas polémicos que marcan el día a día de la política local, como la devaluación progresiva del peso, el avance del dólar paralelo o los cortes de energía.

"Recuerdo cuando publicaban encuestas donde decían que la gente cambiaba de canal, que no quería escucharme hablar, bajaba el rating", dijo Fernández, que acostumbraba a aparecer en público prácticamente a diario y a lanzar largos discursos antes de la neurocirugía a la que sometió el pasado octubre.

Ahora, los sondeos "son al revés" e indican que la mayoría de la población quiere escucharla hablar: "O mentían antes o mienten ahora. O mienten siempre", afirmó.

Fue más allá en sus críticas y cargó contra los medios que reflejaron en sus titulares su "reaparición".

Lo contrario de "reaparece" es "desaparece" y "algunos están muy vinculados con el tema de las desapariciones para lo que no les gusta", comentó en referencia a los miles de desaparecidos que dejó la última dictadura militar.

"Tal vez yo soy demasiado quisquillosa, demasiado subjetiva y en realidad quisieron darle un toque hollywoodense, como que reestrena, pero conociéndolos, no me pareció", insistió.
Para su vuelta a la escena pública eligió un tema que despierta coincidencias por encima de ideologías: un programa destinado a la escolarización de jóvenes sin estudios ni trabajo.

"Tenemos que buscar a los jóvenes para que vayan al colegio.. yo sola no puedo", dijo Fernández, interrumpida en varias ocasiones por los vítores y los cantos peronistas y kirchneristas de los jóvenes que abarrotaban la Casa Rosada.

"Debemos abrir un debate sano, responsable (...) Argentina ya no aguanta más el stop and go, avance y retroceso". "Tenemos que lograr que el conflicto no sea un conflicto que nos separe ni que nos dañe (...) empezando por las coincidencias, dejando las diferencias un poquito atrás", apuntó en tono conciliador.

Aprovechó también para confirmar su presencia en la Cumbre de la Celac que se celebrará en La Habana el próximo fin de semana y negar los rumores que apuntaron que la cita se retrasó por sus problemas de salud.

Tras el acto oficial, la presidenta saludó a los cientos de simpatizantes concentrados en los patios de la Casa Rosada y les pidió "mucho trabajo y mucha organización"

"Tenemos que organizar para que la sociedad defienda sus derechos y conquistas, pero también que se organice en su barrio, en su lugar, para mejorar la vida de su barrio y su territorio", lanzó mientras los jóvenes coreaban "Néstor no se murió, Néstor vive en el pueblo" y "Cristina corazón, acá tienes los pibes para la liberación".

La presidenta había aparecido por última vez el pasado 19 de diciembre, en la ceremonia de los nuevos altos cargos de las Fuerzas Armadas argentinas.

Una semana después viajó a su residencia de la ciudad sureña de Calafate para tomarse un descanso navideño y desde su regreso, el pasado 7 de enero, sólo había mantenido reuniones privadas en la residencia presidencial de Olivos con miembros del Gobierno.

El jefe de Gabinete, Jorge Capitanich, se ha mantenido durante todo este tiempo como cabeza visible del Ejecutivo y ha insistido en que Fernández continuaba al frente de la gestión ante las criticas de la oposición sobre un supuesto "vacío de poder".

Different jails have different colors to classify inmates, but in Bieber's case, it's pretty simple

Janelle Hall, community affairs unit manager at Miami-Dade County jail, confirms to  that Justin's red jumpsuit signifies that he is a "high-profile inmate."

Sometimes that can mean the inmate will be held in isolation. Given Bieber's status and notoriety, it's likely that was the case for the "Bad Day" singer.

There has been no shortage of public shaming today for Justin. Not only did the Miami Beach PD tweet out up-to-date information on the social media site (even blasting out the pop star's mug shot for the world to see), but there was a live video stream of his bond hearing.

Alfred Daniel "A.D." King, younger brother of Martin Luther King Jr., was distraught after the assassination as he "felt it was his duty to protect his brother."

Monday, when the world celebrates the life and legacy of Martin Luther King Jr., the family of his brother will say a prayer for a man who has been largely lost in history: King's younger brother, Alfred Daniel "A.D." King.

On July 20, 1969, 15 months after Martin Luther King Jr. was assassinated, A.D. sat agitated in his home.

"They killed my brother. I'm gonna find out who did it," he told someone on the phone, within hearing of his daughter, Alveda.

A.D., who had been with Martin when he was cut down in Memphis, was still distraught. "He never recovered, because he felt it was his duty to protect his brother," A.D.'s widow, Naomi King, recalls.

Martin, whose work would change America for good, died a martyr.

A.D., who had labored in the background of the civil rights movement while other lieutenants — Ralph David Abernathy, Joseph Lowery, John Lewis and Andrew Young — flanked his brother, would die as a footnote.
